The consultant will conduct an independent, high-quality final evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023–2027 in Montenegro. This role involves designing the evaluation framework, collecting and analyzing qualitative and quantitative data, and engaging with national stakeholders. The final output will be a comprehensive report providing evidence-based findings and actionable recommendations to inform future UN strategic programming.
